Functions & Objectives

Housing and Urban Affairs has two main wings:
Urban Development and Guwahati Development

(A)

The main functions of the Urban Development  are-

  • To coordinate between the urban local bodies of the state and discahrging the statutory ressponsibilities under the provisions of the Assam Municipal Act 1956.
  • To administer the provisions of the Assam Town & Country Planning Act 1958 by way of publishing the Master Plan of each and every urban area of the state.
  • To sanction the schemes for development of the urban local bodies sponsored by Government of India, wherever necessary.

(B)

The Guwahati Development  oversees the all-round development of Guwahati City through the development works carried out by Guwahati Municipal Corporation,  Guwahati Metropolitan Development Authority, Guwahati Metropolitan Drinking Water and Sewerage Board, and Guwahati Smart City Project. GDD exercises administrative control and monitors the  activities of these organisations and releases funds for the various developmental schemes to be undertaken by them. In some cases, the various departments of Government of Assam including PWD, Water Resources, and Town & Country Planning etc. are also involved in executing the development projects.
