The Scheme of 10% Lump sump provision for the benefit of North Eastern Region Including Sikkim became operational in the Ministry of Urban Development (MoUD) from the financial year 2001-02. The scheme is a Centrally Sponsored Scheme where funding pattern is 90:10 (Central:State). The fund would be released/sanctioned to the State Government in the form of 90:10. 90 % of the approved cost would be released by the MoUD as grant. Balance 10% being state share would be contributed by the State Govt. The board objective of the scheme is to ensure speedy development of infrastructure in the North Eastern Region including Sikkim by increasing the flow of budgetary financing for new infrastructure projects/scheme in the region. Both physical and social infrastructure sectors will be considered for providing support under the Central pool, with projects relating to basic services like water and sanitation receiving priority.
During submission of proposal under 10% Lump sump provision a DPR is to be prepared by the implementing agency as per Guideline which is to be submitted to the UDD, Govt. of Assam for onward submission to the MoUD, Govt of India for sanction with some criteria such as State Government should send proposal after considering the overall priorities of the cities/ towns. Such self of project should be furbished at the beginning of every financial year ; the cost of land acquisition is not eligible for funding under the scheme; the projects with an outlay of more than Rs 2.00 crore may be given priority etc.
As per Guideline Admissible Component are-
Some major infrastructure development schemes like drainage, Roads, Solid Waste Management, Truck Bus Terminus, Market Complex, Multi Utility Hall, Rehabilitation Centers for Hawkers and Vendors in some of the District / Sub-Divisional Head Quarters towns has been taken up availing financial assistance from 10% Central Pool Fund out of the mandatory provision of 10% gross budgetary support made for North East Region and Sikkim in the budget of Central Ministries.
Under this programme, as on May,2019, 43 infrastructure projects in 32 towns have been sanctioned by Ministry of Urban Development estimated amount of Rs.329.55 crores. Out of this, an amount of Rs.187.00 crores has been released by Ministry of Urban Development, Govt of India and Rs. 23.65 crores has been released by State Govt. to concerned ULBs/ Development Authorities for implementation of the projects. Out of 43 projects 15 Nos of projects has already been completed.

The scheme is a Centrally Sponsored Scheme where funding pattern is 90:10 (Central:State). The fund would be released/sanctioned to the State Government in the form of 90:10. 90% of the approved cost would be released by the MoHUPA as grant. Balance 10% being state share would be contributed by the State Govt. The board objective of the scheme is to ensure speedy development in the North Eastern Region including Sikkim by increasing the flow of budgetary financing for new projects/scheme in the region. As regard the Ministry of Housing & Urban Poverty Alleviation is concerned, the projects benefiting the urban poor and low income groups will be considered for providing support under the central pool.

Under this programme, as on May 2019, the Ministry of Housing and Urban Poverty Alleviation, Govt of India had sanctioned 19 projects in 16 towns for an estimated amount of Rs.107.36 crores. So far, Govt of India has released Rs.52.10 crores and State Govt has released 9.11 crores for implementation of the projects, which are being implemented by ULBs concerned.Out of 19 Projects 5 has already beem completed.
